We are looking for a manager who excels in critical thinking with excellent analysis and organizational skills, has high tolerance for ambiguity, and demonstrates strong work ethic.The Manager assists the City Auditor and Assistant City Auditor in planning, executing, and reporting audit initiatives that have been prioritized based on organizational risks and strategic objectives. The Manager will have at least one direct report.To qualify for this position you must possess: a Bachelor degree from an accredited college or university with major course work in Accounting and six (6) years progressively responsible auditing experience, including four (4) years in internal auditing. Must have working knowledge of standards from the American Institute of Certified Public Accountants (AICPA), and Government Auditing Standards (GAGAS Yellow book) or Institute of Internal Auditors Professional Practices Framework (IIA Red book).Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) is required.Certified Fraud Examiner (CFE) preferred.In depth working knowledge of relevant internal auditing concepts and techniques and thoroughly familiar with COSO, GAAP, GAGAS, and IIA standards.Government auditing experience preferred.Experience using Audit Command Language (ACL, IDEA, Tableau, etc.) is preferred.Understanding of the electric utility industry including rate making concepts and cost structure a plus."Home to the University of Florida, the Gainesville community has much to offer, from fine-dining to family friendly recreational facilities, from great entertainment to arts and culture. Additionally, the city is not only close to the most popular Florida beaches, but also has many world-class springs."-2019 Guide to Greater GainesvilleJob DescriptionSUMMARYThis is highly responsible and specialized professional work performing independent and objective assurance and consulting activities designed to add value and improve the City's operations.The Audit Manager position is responsible for planning, overseeing and conducting quality assurance, attestation and performance audits and consultations, and will oversee any senior and staff auditors. This position is considered part of the core management team of the City Auditor's office, collaborates with IT auditors on integrated audits, and assists the City Auditor in implementing an annual audit plan.The Audit Manager also assists the City Auditor as needed with investigations and management of the Fraud hotline.EXAMPLES OF WORK**This section of the job description is not intended to be a comprehensive list of duties and responsibilities of the position. Performance of lower level duties may be required.ESSENTIAL JOB FUNCTIONSSafeguards records, maintains confidentiality. Adheres to Citywide and department policies and professional ethics codes.Researches emerging issues, assesses organizational risk, plans audit activities accordingly while supporting the City's mission, vision, values and strategies. Establishes audit objectives, time estimates and plans for accomplishment of work.Supervises professional senior and junior audit staff to conduct audits and investigations, and perform non-audit services (consultation, special projects, etc.) for all City departments, functions, services and activities.Conducts research, collects data and interviews staff to develop complex process flows and diagrams.Analyzes and evaluates data using generally accepted quantitative methods, including work sampling, break-even analysis, root-cause analysis, simulation, probability analysis, cost benefit analysis, statistical sampling, and other related analytical techniques.Demonstrates expertise working with professional frameworks and accounting and auditing standards - GAGAS-yellow book; IIA's IPPF-red book - and is familiar with ISACA Information Systems Audit and Assurance Standards. Has a working knowledge of enterprise risk management and data governance concepts. Demonstrates ability to assess risk, identify key controls, assess control design and effectiveness, and perform root-cause analysis to derive value-add audit issue recommendations to improve City operations.Interfaces with and manages relationships with external CPA firms who are conducting audits of the General Government and Gainesville Regional Utilities financial statements.Prepares various charts, flow diagrams, and graphic presentations for oral and written reports.Routinely assesses business processes, risks and controls using questionnaires, and conducting interviews and process walkthroughs. Evaluates solutions based on risk, costs, benefits, root-cause analysis, organizational priorities, and makes value-add recommendations.Reviews all draft findings and draft reports with management. Supports audit findings with sufficient detail; vets findings with management to ensure accuracy, collaborates with management to accept efficient audit issue remediation plans. Proactively works with management to close audit issues. Evaluates management's audit issue remediation efforts in a timely manner. Reports audit results to City Commission, Charter Officers, and Department Heads.Attends work on a continuous and regular basis.NON-ESSENTIAL JOB FUNCTIONSServes on special task forces as assigned.Performs other related duties as assigned.QUALIFICATIONSTo perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions. EDUCATION AND EXPERIENCEBachelor degree from an accredited college or university with major course work in Accounting and six (6) years progressively responsible auditing experience, including four (4) years in internal auditing. Government auditing experience preferred. Valid Florida Driver's License required within thirty (30) days of start date and at all times while employed in this classification.CertificationsCertified Public Accountant (CPA) or Certified Internal Auditor (CIA) is required.Certified Fraud Examiner (CFE) preferred.KNOWLEDGE, SKILLS AND ABILITIESThorough knowledge of generally accepted accounting principles (GAAP), Government Accounting Standards Board (GASB) pronouncements, generally accepted auditing standards (GAAS), government auditing standards (GAGAS), and IIA Professional Practices Framework (IPPF).Thorough knowledge of principles of internal control of Committee of Sponsoring Organizations (COSO) and enterprise risk management concepts.Excellent project management and time management skills required.Excellent verbal and written communication skills.Proficient in the use of Microsoft Office tools (Visio, Excel, PowerPoint, and Word).Proficient with Highbond, TeamMate or other audit management software.Must be professional, collaborative, non-confrontational, courteous, and respectful with co-workers and auditees. Additionally, shows initiative and is confident, persuasive, and solutions-oriented.Strong critical and creative thinking skills to assess and resolve issues by gathering and assessing sufficient information to support findings. Working knowledge of cost accounting principles is a plus.Experience conducting occupational fraud investigations is a plus.PHYSICAL AND ENVIRONMENTAL REQUIREMENTSTo perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
