This includes interpretation of University HR policies, providing consultation and advice on HR issues and concerns, and developing and implementing both college and the university's HR strategies and plans within UF/IFAS. -UF/IFAS has diverse teaching, research, and extension education programs located across the state. UF/IFAS includes 16 on-campus academic departments and schools, 12 Research and Education Centers located throughout the state, UF/IFAS Extension offices in all 67 counties and the Seminole Tribe, six research and demonstration sites, and a research forest. UF/IFAS, one of the nation's largest agricultural and natural resources research and education organizations, is administered by a Senior Vice President and three deans.

The UF/IFAS HR Director reports to the Senior Associate Vice President for Agriculture and Natural Resources, who oversees administrative functions for UF/IFAS. The Director will have a strong working relationship and direct coordination with the Vice President for UF Human Resources.Job duties include:Human Resources Processing, Talent Acquisition and Onboarding: -Manage review and approval of faculty and staff recruitment, hiring, HR transactions, and appointments within UF/IFAS and assure these activities are conducted in accordance with all federal, state, university, and UF/IFAS guidelines. Support faculty promotion and tenure procedures in collaboration with relevant faculty administrators and Academic Personnel. Provide support and oversight of employee background and credential checking and assure employee onboarding activities are conducted in a timely manner. Manage operations to all HR transactions. Manages logistics for candidate interviews who report to the Senior Vice President. Supports UF/IFAS efforts to bolster diversity, equity, and inclusion for all levels of employees. Oversees the process of onboarding for new faculty and staff by organizing and monitoring participation. Supervision, Training, and Management: -Develops and implements training to assist administrators, faculty, and staff in personnel related topics. Provides leadership and education to IFAS HR Liaisons in response to needs and initiatives of UF/IFAS & UFHR. Assesses IFAS human resource needs, implements new HR programs in collaboration with UFHR and needs of IFAS. Makes recommendations to UF/IFAS leadership on administrative topics. Supervises employees in the Office of Human Resources. -Classification and Compensation: -Provides support and counsel in oversight of UF/IFAS class and compensation programs, including reclassifications, special pay increases, maintaining salary equity, and related processes to ensure pay is equitable and just. Supports retention efforts for employees. -Employee Relations: Serve as UF/IFAS resource on employee relations issues and concerns and partner closely with UF Employee Relations. Oversee and manage employee separations and coordinate applicable employee exit (offboarding) activities. Consult with UF/IFAS managers on implementing appropriate performance management practices and assist in addressing performance problems in accordance with applicable University Procedures. Represents UF/IFAS re: grievances, arbitrations, EEOC complaints and civil employment actions.Policies and Procedures for Human Resources: -Collaborate and communicate with administrative departments in UF/IFAS including Fiscal Administration, Shared Services, and departmental HR liaisons on policies and procedures for human resources. Advise UF/IFAS leadership of current information and policy recommendations. Works with UF/IFAS deans, department chairs, center directors, district extension directors, faculty, and staff in managing human resource policies and procedures. Partner with UF core offices such as Human Resource Services, Employee Relations, and General Counsel as appropriate.

Support Diversity, Equity, and Inclusion efforts: -Support efforts for diversity, equity, and inclusion across UF/IFAS. Provides oversight of EEO and affirmative action related initiatives in collaboration with the UFHR policy design and implementation. Provides leadership for civil rights initiatives & resources of County Extension Offices to prepare for periodically announced civil rights audits by the USDA. Serves as EEO Officer for UF/IFAS. -Immigration Support: -Ensures work authorization/immigration compliance for employment is performed and monitored, and international VISA program maintains federal compliance. Provides guidance with changing federal regulations.HR Reporting, Data Management, and Systems: -Assure that HR transactions are processed in a timely and accurate manner at UF/IFAS with attention to data integrity. Track and analyze key metrics to monitor customer satisfaction and continuously improve HR service delivery to UF/IFAS. Produce reports and analysis for UF/IFAS leadership regarding HR trends and metrics using relevant institutional or local reporting tools. -Benefits and Retirement: -Oversight of employee benefits education and retirement processing/issues. Responds to questions and inquiries about retirement benefits/plans; assist employees in obtaining retirement projections; supports benefit specialist travel to off-campus locations to present retirement updates and answer general inquiries; counsel and assist layoff staff/faculty with options for retirement; liaison with UF Retirement offices; liaison with Academic Personnel re: County Agent salaries - gives updated information on new hires and/or increases in salary on joint county/UF agents for Benefits purposes.Commensurate with Education and ExperienceMaster's degree in an appropriate area and six years of relevant experience; or a bachelor's degree in an appropriate area and eight years of relevant experience. Preferred Qualifications: National Human Resources certification - SHRM-CP, SHRM-SCP, or equivalent.
Ability to interpret and apply applicable regulations, policies, and procedures.
Ability to work independently.
Ability to determine work priorities, assign work and insure prompt and correct completion.
Ability to be self-directed and proactive in planning and implementing programs.
Ability to establish and maintain effective working relationships with others, including administrators, faculty, and staff.
Ability to communicate effectively both verbally and in writing.
Extensive knowledge of human resources and the ability to apply such knowledge to develop and lead proactive human resource functions.
Knowledge of Federal laws, rules, and guidelines as they relate human resources.
Knowledge of supervisory principles and practices.
Ability to utilize problem-solving techniques.
Land-grant university experience.
A degree or training in human resource-related areas (e.g., human resource management, labor and industrial relations, management, or counseling and guidance).
Experience in university personnel management.
