This position reports directly to the Chief of Staff (COS). The incumbent is responsible for setting overall goals for the MHSL that comply and support Veterans Administration (VA), Veterans Heath Administration (VHA), Veterans Integrated Service Network (VISN), and NF/SGVHS strategic goals and objectives. The incumbent exercises exceptional latitude in the planning, design, implementation, accomplishment, ongoing evaluation and measurement of program responsibilities and is responsible for clinical oversight and administrative management of the MHSL. Incumbent is responsible for developing strategic plans, policies, procedures and organizational structures required to fulfill the service line's mission. The incumbent has final decision-making authority, responsibility and accountability on all issues affecting the MHSL. The incumbent collaborates with clinical and administrative operation and program/section managers to ensure integrated goals and priorities for the MHSL are established and met. The incumbent also works closely with peers in other services and management to meet the needs of the System's recognized internal and external customer groups. He/she is responsible to ensure all residency, intern, and fellowship training program mandates are met in coordination with discipline service chiefs and program coordinators, internally and externally. The incumbent is knowledgeable of overall VA, VHA, VISN, and NF/SGVHS goals, mission, and priorities to assure a positive impact on programs and resources. The incumbent is ultimately responsible for overall MHSL clinical and administrative operation currently structured around a program management model and with a clinical emphasis on the Recovery Model. This responsibility includes system operations of inpatient acute care, emergency/crisis care, outpatient clinics, nursing, social work, and successful attainment of NF/SGVHS, VISN, and VHA performance measures, and efficient service delivery and resource management.
