Job Description:
OverviewA responsible position which involves performing all
ACSO payroll functions while ensuring compliance with state and
federal reporting requirements. Also responsible for preparing
various general ledger accounting transactions for payroll.
Work is performed under the direct supervision of the Assistant
Financial Officer. Performance is evaluated through observation,
results obtained, oral/written reports, and appropriate employee
performance appraisals.ResponsibilitiesEXAMPLES OF SPECIFIC DUTIES
AND RESPONSIBILITIES:--
- Audit payroll & train employees to ensure the quality and
accuracy of timesheets
- Audit and import time entries from ExecuTime
- Review, calculate, and process imported payroll data
- Process direct deposits and submit to EZStub, print payroll
checks when needed
- Process approved Personnel Actions Forms (PAFs)
- Process payroll corrections as approved by the employee's chain
of command via IOC's or emails after approval is received from the
Assistant Financial Officer and/or the Chief Financial Officer
- Process and maintain correct accounting of biweekly deductions
and payments for insurance, garnishments, credit union deposits,
deferred compensation, and other obligations
- Audit accruals such as vacation rollovers, Special Events,
Personal Holidays, and sick leave incentives
- Prepare quarterly and annual IRS statements and unemployment
reports
- Issue W-2 forms to employees within the legally mandated
timeline
- Prepare monthly Florida State Retirement reports and submit
payments within the established timeline, including final
certification of pay for retiring employees --CERTIFICATION AND
LICENSING:--
- Certified Payroll Professional (CPP) or Fundamental Payroll
Certification (FPC) from the American Payroll Association is
preferred----KNOWLEDGE, SKILLS AND ABILITIES:
- Ability to accept supervision
- Knowledge of the principles and practices of effective payroll
procedures, including federal payroll tax issues and the Fair Labor
Standards Act
- Ability to plan, schedule, and coordinate a variety of projects
and programs
- Ability to communicate effectively, both orally and in
writing
- Ability to prioritize projects, manage time effectively, work
independently, and make sound decisions based on available
information
- Ability to establish and maintain effective working
relationships with other county employees, the administration,
co-workers, and the general public
- Knowledge of basic PC applications such as Excel, Word,
etc.
- Ability to maintain organized files and an orderly work
area
- Skilled in data entry and the use of a 10-key calculator WORK

hoursQualificationsEDUCATIONAL REQUIREMENTS:
- High School/GED required
- Associates Degree preferred
- Preferred Major(s): Accounting, Business, Finance, or any
related field EXPERIENCE AND TRAINING:--
- Two (2) or more years of payroll experience
- One (1) or more years of public sector experience
preferred--
- Experience with computer applications such as Word, Excel,
etc.-- PHYSICAL REQUIREMENTS:
- Sit for long periods
- Stand for moderate periods
- See and hear at a normal range
- Speak, read, write and understand English fluently
- Ambulate independently
- Bend and squat
- Manual dexterity
